A Legal Case Study in IRS Accountability for US Expats

This page documents a multi-year IRS delay affecting tax refunds, despite accurate filings, completed identity verifications, and full compliance with agency procedures. In many cases, taxpayer accounts remain frozen under vague or unexplained freeze codes, with no meaningful resolution provided by the IRS.

 

The project leverages FOIA, TIGTA, GAO, and congressional oversight to highlight systemic administrative failures — and to support U.S. taxpayers, especially those residing abroad, who face similar unresolved delays.

We are preparing a detailed case study incorporating FOIA and Privacy Act requests, agency correspondence, and legal and compliance analysis related to delays and procedural obstacles encountered by U.S. taxpayers in their interactions with the IRS.
